PPWR · Regulation (EU) 2025/40

Reusable becomes the norm. We make it measurable.

Since 12 August 2026 the new EU packaging regulation applies. For transport packaging — carts, crates, pallets, boxes — hard reuse targets start in 2030. Meshwire measures per unit whether your loop meets them, and delivers the report you show customers and regulators.

The reuse targets apply to packaging used to transport products: pallets, plastic crates and (foldable) boxes, trays, IBCs, pails, drums and canisters — as well as wraps and straps around pallets. Exactly the equipment Meshwire tracks.

Exemptions apply, and Member States may exempt businesses under conditions. Have your own situation assessed.

What Meshwire measures.

A target on paper is easy. Proving your loop works takes a measurement per unit.

Reusable share

Which share of your transport packaging runs in a closed loop — the number the 40% target is about.

Rotations per unit

Every trip from depot to customer and back counts. When the Commission sets a minimum, you already have the count.

Loop integrity

A loop that leaks is not a re-use system. See how many units fail to complete the loop, and where.

Per customer and site

Where carts linger and who does not bring them back — with name, date and last position.

Questions.

When does PPWR apply?

Regulation (EU) 2025/40 has applied across the EU since 12 August 2026. The reuse targets for transport packaging apply from 1 January 2030.

Which reuse targets apply to transport packaging?

From 2030 at least 40% of transport packaging must be reusable within a re-use system, with 70% as the aim for 2040. For transport between your own sites and to other businesses in the same Member State, 100% applies from 2030.

Is my equipment in scope?

The targets cover packaging used to transport products, such as pallets, plastic crates and boxes, trays, IBCs, pails, drums and canisters. Exemptions exist; have your own situation assessed.

How does Meshwire help with PPWR?

Meshwire measures per unit the reusable share, the number of rotations and how many units leave the loop, per customer and per site. That comes together in a PPWR report you share as PDF or CSV, or connect through the API.
